Just got back to New Orleans and it's 85 degrees up in here. Landlord is working on it but lives elsewhere, no telling how long that will take.
The problem: the outdoor HVAC unit isn't fully turning on. The fan will struggle and then start spinning (not all that fast) and it's not making any noise (it's usually extremely loud). So I assume that means it's getting power and there's just something wrong with a part inside the unit? Any insight whatsoever would be greatly appreciated. TIA

Mother of mercy, is this the end of Rooco?

It's may. Open a window, put on a fan and grow a pair. It's 74 outside

If you have tried to reach landlord. .. and documented it, call a repairman.
But if the repairman is more than the cost of a reasonable hotel room, go to a hotel and let the landlord get a repairman out tomorrow.

capacitor
The start capacitor is a good call. It starts the fan and compressor. About $40 for the part. The AC guy will get $250 to come out and replace one.

No. It wouldn't be turning on at all.

Do you have a box fan? Lay it on top of the a/c unit on high and let it blow air across the coils and it should help for the night.
Like previously stated, sounds like motor or capacitor is gone.

Says the guy that climbed under a sink and changed his own garbage disposal instead of paying someone to do it

New Orleans?
Just leave your front door and all your windows open tonight.

Red Beer, that actually works? Do I turn the unit on while the box fan runs? Thanks for the suggestion

Yes it will work. It won't cool as well as if the real fan were working bc it won't move as much air; but it will cool some, which will help...especially at night.
And yes, turn your a/c on while the box fan is running.
Eta: my uncle is an ac guy, and he said you could also put a sprinkler on the coils overnight to cool them. I'd try the fan option first.

Should the box fan blow the air up like the unit's fan?

someone actually did that last summer and said that it doesn't work well, but it does help...
I would never do it on my own unit, but on a rental I would think about it...
honestly, I would just pack my shite and head to a hotel for the night or go to the wal marks and get a cheap window unit...otherwise, I wouldn't sleep a wink....
ETA: are you sure the inside unit is blowing air out of the vents?...
