New police protocol to mitigate drama

I recognize the likelihood of this being considered is slim to none but what does the board think of this:

In all interactions with cops, they approach with guns pulled. The civilian is then to handcuff themselves to avoid potential struggles with cops. The cops can then frisk, ascertain id, etc. If the civilian runs, the cops are allowed to shoot.

This would require consistent body cams or video documentation of some kind to protect the innocent. It obviously seems harsh to shoot so quickly, but if the rules are made known in advance, the "victim" only has himself to blame.

I think this kind of protocol is ridiculous and yet, without something drastic being done, I think we will run out of people willing to become cops.

I know there will be mostly disdain for this approach, so feel free to offer better suggestions that would be fair to all races, as well as the cops.

The initial responses are about as expected.

Comply is a solution but one in which parties do not agree on what that means. Even if we did all agree, what happens if they don't comply? What is the next step?

One of our challenges is the idea of meeting problems with the lowest means of force possible. People complain police are overzealous, shooting when they could have safely wrestled a suspect. Some say a black suspect will receive more aggressive treatment than other races. If we remove the lesser forms of influence from the equation, we remove that particular nuance from the race equation while also providing more safety to our officers.

For all of those scoffing at my idea, do you agree we have a problem? If so, what is a suggestion for improvement. That is my true hope for this thread.
