New Orleans' crime problems come from being surrounded by water

Think about it: Just west of Kenner is uninhabitable swamp and nothing can be built on Lake Pontchartrain. There is a very limited amount of land that can be developed in the area, leading to a very congested city. In other cities like Atlanta, there is ample room to spread out in all directions, which allows for growth and more room to get away from the dangerous areas. New Orleans will never be remedied from its current situation because everyone is forced into close proximity, including the tPOS murderers.
Unlike some people here, I do love NOLA, but unless land starts forming again or the dangerous gangs move out, its problems will not get any better. It's a unique city with unique problems as far as geography goes.

Detroit and Chicago have habitable land to their north, south, and west. That is not the case in New Orleans. It would also help if our state wasn't bankrupt so it could try to enact real change.
There is crime in every city, but we all know NOLA is on another level. Dallas has crime too, but it doesn't have sinking land that is impossible to develop.

Not to mention that the government puts chemicals in the water. So being around that much tainted water could be why we see so much crime there. Nicely done.
