How bad can it possibly be in Memphis that they are looking at New Orleans and thinking, wow, those guys really have their shite together!

I think NOPD doesn't get enough credit for what they do considering they are so understaffed. It's not their fault the federal government decided to build all these projects and breed a culture of welfare.

They're understaffed because they're underpaid. I know the OT just loves the heat, but some local PDs in Louisiana are paid minimum wage to start out and aren't attracting the most qualified individuals.
Why would anyone want to perform that dangerous of a job, when offshore baws with GEDs make more?
Louisiana puts no emphasis on civil service occupations because all the money goes to those committing the crimes.

Was in Memphis recently over a weekend. They channel people through a few entry points now on Beale street where everyone is single handed lay wanded with metal detectors before they can come in. Lines backed up way the hell. A riot still broke out that night my buddy said he never felt so alarmed in his life.
