If you/room mate have a lease and you're paid up. They can't just decide to remove his shite. There may also be a abandoned property clause in the lease in the event the lease expires or rent goes unpaid. Tenants have legal rights and can't be tossed to the curb without some legal steps taken.

Yeah, but said tenant was conducting illegal activities in the apartment. That, coupled with it being campus housing, probably gives him a little less protection than normal

Call a local bail bondsman on the pretense that you're trying to get the money together to get him out. Find out how much is needed up front to get him out and you'll have a better idea of whether he's getting out anytime soon.

If he's stuck for a minute it becomes a question of whether you were really friends or if you're just denying him before the rooster crows. Keeping abandoned property isn't necessarily theft.
