This criteria fits Chicago q perfectly.
But I agree that Miller's Pub fits the Sinatra story. Lots of celebs have been through there over the years. I remember seeing Alan Ruck (Cameron from Ferris Bueller) trashed in there one afternoon. Had a couple long nights in there myself after White Sox games.

Its Twin Anchors. Twin Anchors is northwest of State n Rush. Millers Pub is to far south of State n Rush. Never heard of the Sinatra stories but Chris Farley was a huge local that frequented Twin Anchors. The Dark Knight(bar scene) was also filmed there. Twin Anchors is in Old Town on Sedgwick.
