With a traditional suit and wing tips? No

With cowboy boots and a western style suit? Yes if you can pull it off. Outdoor events in TX, NM, OK, etc... are probably the most appropriate venues.

And FWIW, never use Clint Eastwood as a gauge for what you can wear, namely, because you aren't fit to carry his jock strap.
