NASA attempts to do that and does the best they can with the limited reasources solely focused on detection. The meteor that crashed over Russia a few years back came out of nowhere, no one detected it or saw it coming. Stuffs out there and eventually we'll hit it.
Space is a massively big place but our little corner of it has millions of chunks of rocks or ice floating around the sun at incredible speeds. We certainly don't know where they all are and their orbits and ultimately I can see a hit from one of these being the end of civilization. It's a very real possibility that we should take more seriously.
