My neighbor's stereo is way too loud.

I live in a townhouse and the dude next to me listens to his TV / listens to music really fricking loud. Well technically it's the subwoofer. It knocked a clock off the wall last night.
The thing is, he's deaf. I don't know if the loud sub helps or something.
What should I do? I've asked nicely once but I think he forgot.
(P.S.-He's black. Does that matter?)

Is he really deaf or pretending? Try being reasonable and request that he lower his tv/stereo. Sometimes talking to your neighbors works. In my experience though, it hasn't.
