I earn a good living as does wife. Definitely top 5%. But, not crazy money. No inheritance etc. We are building wealth old fashioned way.

My stepsister doesn't make much, knocked up by a shithead.

Her 14 y.o. daughter is a nice kid. Doing well. HS sophomore.

My brother took it upon himself to offer her $1000 from me if she gets all A's.

I politely said. "I'm not doing that. If you choose that's a nice gesture from you".

He's berating me for being "cheap", "mean" etc.

I know he's just a drunk trying to play big man with other people's money.

Do I involve other family in this?

He's had multiple arrests for drunk disorderly. But, he only has one DUI.

IDK. I'm just pissed. Confused.

He’s drunk. Nobody spends their brother’s money (in the $1,000’s) without asking unless they are mentally impaired.

I don’t even think it’s a good idea necessarily to pay kids for grades. Depends on the situation. $1,000 is way too much, though, even if you did pay her.

If you can spare some $, put some in a money market acct or invest it for her. Don’t say a word now and give it to her when she graduates from college or gets married.
