From what I gathered from THe Monday night wars series on the Network calling Thunder "A Top Rated show" would be total bullshite and that most of the stars refused to go on it

Thunder was the B show to keep up with smackdown.
It was supposed to be for the cruiserweight and TV titles with US Heavyweight title being the big draw. Bret Hart was supposed to be the headliner. He had a huge multimillion dollar contract with time warner to do it.

Thunder was on before Smackdown. It had some big stars but was definitely the B show. Once Smackdown starting dominating the ratings, Thunder had to move to Wednesday.
