MISSING since 9/19: St Croix couple sailed toward St John USVI to escape Maria

My coworker's mother and stepdad, Jennifer and Scott, have been missing since last Tuesday, 9/19. Her stepdad is a captain of a 48' catamaran sailboat named Briseis.
During Hurricane Irma, he sailed his boat south the day before the storm reached St. Croix, then returned the day after. Last week, they left St Croix northward to escape Maria on Tuesday and planned to return Thursday.
Here is what we know:
9/19 4:00AM-Depart Green Cay Marina in St Croix
About 5 miles offshore, Scott called a captain friend stating he was having trouble with one of the boat motors.
1:00PM-My coworker spoke with her mom, who stated that they were more than halfway to St John
4:00PM-The last time anyone heard from Jennifer or Scott. Jennifer called the captain friend and sounded distressed, but could have been very seasick from the rough seas. She did state that they could not see St John yet.
My coworker has contacted:
Coast Guard in Miami
St Thomas 911 Dispatch
Green Cay Marina in St Croix
The Coast Guard has told her that they have not received a distress call from the boat and she could not give them an exact location, therefore they would not search for the boat. At least 6 people have contacted the Coast Guard to file a report and they basically tell them that they can't do anything.
The catamaran does not have an AIS or satellite phone, only cell phones. They do have an EPIRB that has not been activated. They have not been heard from on radio.
Communication is already limited in the USVI's, especially St Thomas and St John, with satellite phones being the only reliable communication. They may not be able to communicate even if they wanted to.
All that to ask the OT if they have any contacts, knowledge or resources in the area that may be able to help. You can post here or email me at lsutigershark@gmail.com and I can relay that to her. I know it's a longshot, but the long arm of the OT reaches far and wide.

It doesn't make any sense that the coast guard can't fly over the area to see if the boat is stranded near St John

Because a stranded boat will totally stay in a specific location for a week, especially with a hurricane.

Appears to me they missed the island of St. John due to wind and rough seas. Probably got off course and then caught up in the real bad weather.
Or hopefully, they found land OK, but just haven't been able to contact anyone due to power issues.

If they want an exact location just look up some coordinates a little more than half way to St. John.

Yikes! that is a big boat to only be handled by 2 folks especially in or near a hurricane. Hope they are found safe.

Hmm. It doesn't sound good because I would activate the epirb in their situation if they are just stranded. If they sunk, the epirb should go off.
Besides cell phones, the only communication is an epirb? That doesn't sound right
And about the coast guard. They are strict about these things. They aren't just going to launch planes, choppers, and boats for heresay. Iirc, they will even bill you for false epirb activations if they send out rescue crews

Resources are stretched pretty thin with so much destruction there. It sounds like air and sea traffic is still pretty limited getting into St Croix. Hope it turns out for the best.

I hate to say this if family reads.... but I'm genuinely curious if there's something I'm missing. If sailing through hurricanes with just two people, why would you not be equipped with effective emergency equipment?

They have radio, but that wouldn't work if they lost power, right?

Both. You can take them off the boat into a liferaft with you and activate it. It will show up as blips on a radar out to 10 miles.
Or if you sink, it has a pressure release activation at 10 feet or so

I mean a vhf radio can hold a decent battery charge but it's not a great thing when stranded.
It's got limited range, especially being so low to the water. If they aren't near a shipping lane, they wouldn't be in earshot of a cargo vessel or anyone monitoring specific channels.
I hope these people are ok with a faulty epirb but sailing like that with only a cell phone and an epirb is very dangerous.
