Correct. Joking about hating cats is one thing, scalding them is another. They need to think about how much it hurts when you accidentally get boiling water on your skin.

that's the south side of the city...I cannot tell you the number of times I heard on the newz about the south side and trouble, almost daily...if I had a police scanner, it would go off ever few minutes for the south side

well considering that the kind of person who does something like this is also likely to do serious harm to a human perhaps maybe its a good thing that we put them into the system for such acts?

Exactly. I'll give an example as to why it might be helpful.

Let's say this guy doesn't get arrested for it. Let's say the police say, "frick it, we have more important stuff to worry about." Then, let's say this guy gets in trouble for being too rough or aggressive with a girlfriend and he gets arrested or the girl wants to get a restraining order on him. The judge only knows what they see on the record. If this guy has no priors, sentencing may be light or, in the latter scenario, the restraining order may be denied. Then, this guy goes and ends up killing the girl later on. Sounds far fetched right? Well, shite like that happens.

A judge is going to look at a defendant with no priors differently than one with a felony animal abuse arrest/conviction.
