That could be interpreted many ways. Just because you are biologically linked to a child does not make you a parent, only a sperm/egg donor. I would imagine this is one of those cases.

Something similar to this happened last year when some kid ran out between parked cars into the highway and was hit. The drive who was white stopped to help assist and I think the black mob killed him when it was clearly the little kids (I'm sorry, the fn parents) fault.

This almost happened in Birmingham a couple of weeks back. A toddler ran out in the street right after the sun went down, and was killed. The guy that hit the kid started to get out of his vehicle to tend to the kid, and someone started shooting at him, so he left the scene, and later turned himself in. The cops didn't charge him with a hit and run.

I just searched to see if more info had been released and it looks like the 15 y.o. was the toddler's brother. LINK
Both of them were at the party, the little kid ran into the street, unknown suspect shot the driver (Archie Brown, Jr.), and then shot the 15 y.o. Friend/neighbor of the driver was also in the van and ran once the shooting started.
I just searched to see if more info had been released and it looks like the 15 y.o. was the toddler's brother. LINK
