Look at the demographics of the top 10 states, and bottom 10 states. It is entirely large black population vs tiny black population.

So do hispanics and white trash would also play a large role in this.
Notice the bottom states are some of the least populated in the country.
Race, religion and socio economics all play into this.
You can't compare it at all to Africa, b/c they can't afford contraception just like many hispanics in 3rd world countries.

Utah and Mississippi have the near same-size population. However, their demographics are very different.
