TOPS isn't a religious text. it can be modified to save money

but that kind of rational, stoic analysis isn't valued when there is a crisis to take advantage of

The refund is retarded. You'd spend more in administrative handling fees and collections than you would biting the bullet on the tuition.

Not to mention, the state comes out ahead considering they only had to pay one year tuition instead of 4.

I guarantee that any cuts to TOPS will be based on the student's family income/race, not student performance.

What if you graduate but don't use your degree, career is in totally different field?

Hooray. Now the very people here who loudly proclaim they are against government handouts, can still have their kids' college education subsidized by the government.
