Lifting house after August Flood?

I drive around Denham Springs where some of the worst flooding took place and I see a good bit of renovation but nobody lifting their houses after the flood. I have seen one house lifted since the flood in August so how is this possible?
I know these people had more than 50% damage and their home elevation is under the BFE so how are they getting by without raising the house over the BFE?

Tons of the flooded homes are in and still in non-required zones

If you drive down River Rd. in Denham you'll see a lot of house that were gutted and left there. My guess is they have to be lifted which isn't worth it on most of those houses

Driving to French Settlement last week I notice more people that have torn down their old home, and are building new homes on 6-7' mounds of dirt. Probably the best way to go.

The flood did not change the design flood so there is nothing stopping them from rebuilding and getting flood insurance again...in most cases

I heard that the requirement was that if the slab/deck was below BFE, you had to raise it or you would not be eligible for FEMA assistance in the future.

Are you sure they're in a SFHA zone? If you are, then how do you know for certain that they're below the BFE?

That only applies if the value of the damages is 50% or greater of the value of the structure.

You are correct BUT if your house was built before 2003 and was under the BFE and you had 50% or more of damage then you had to rebuild over the BFE.
This would be most people around River Rd/Florida all the way to downtown DS..
