This law mentions vehicles located on a highway. Not sure if it applies if you are parked on the side of a street and a cyclist is passing by.

From reading comments online from people who have been in this scenario, it seems it is the "door openers" responsibility to check for traffic (vehicles, cyclist or otherwise) before opening their door.
