what can/will be done by BRPD to bring that person back here to face justice?

They will suspend your DL. Then, if you ever get pulled over, you will go to jail wherever you are. At that point, in order to get your DL reinstated, you will have to settle up with BR. If you manage to avoid getting pulled over, they'll get you when you try to renew your DL.

Thanks for the input because there's ANOTHER reason he should own up. Didn't think about license renewal. But what if it's in another state?

It's a good idea. Everyone knows there are no extradition treaties between states.

All the DMVs connect to each other and share information. They do MVRs through a centralized database and will get him there. He won't be able to renew until it's resolved.

That shite is all shared now. Post-9/11 means data exchange.

You wouldn't be allowed into Canada & if you were would probably be arrested when you got back.

This winner doesn't sound like a world traveler, but you can not get a passport or leave the states if you have warrants.

I skipped out on a speeding ticket in another state and now I can't renew my license, so I am sure at least your driving privileges will be revoked.

They won't come get you for any misdemeanor though.
