In a fast food setting, I cannot answer this
In a restaurant, it is because the manager will keel to anyone and isn't relying on tips. they don't give two shits if you get stiffed. they don't want them making a scene and/or giving a bad review (though they do it anyway)
they just look at it as the cost of doing business.
