It's come to this. Please give me job advice

and this advice is not related to "hand" or "blow" unfortunately.
1. Had interview 2 weeks ago out of state. Went well I think. Person, who would be my supervisor, said in something about this week (now) being the soonest they could decide. Several more items were spoken about and I didn't press for those details.
2. Have had 3 more interviews since over phone, as was told to me. I think all went well.
3. Last one I had, last Wednesday, the person who would be at same level, said they were not sure who would be in touch next and kind of apologized for not being more clear on the process.
4. Sent an email Friday to original person and never heard a reply, which is troubling. But they have mentioned something about a new filter and all this crap. But because of this I"m officially panicked. I also don't have a business card and this person's email is oddly very hard to confirm so there is slight chance it never reached.
Now, I'm not sure how this crap works in 2016. I don't need this but it would be a raise and involves moving and frankly I just want to know. I plan to call either today or tomorrow.
But...I call the manager, and not HR? Everything seems to run through HR. I hate feeling like a bitch I'm just not sure how this game is supposed to be played. Do you pursue aggressively or play it cool or what?

Double edged sword man. I personally wouldn't like to be left behind b/c I didn't call, but you can also come across as badgering if you do.

Exactly. It's odd too, it's a legit company but I remember no business cards on front and was never given one. I didn't worry about it but it's really hard to find email addresses.
It messes with you because I just don't know what to do. I'm going to call, just a matter of when. Waiting on this has pretty much consumed the last two days.

it doesn't hurt to call, just dont call multiple times, and no don't call HR, the hiring manager is the trigger that makes them send you the offer, call the hiring manager aka your possible supervisor
if you get voicemail, leave a voicemail, a brief but to the point voicemail

Be patient. If you've gone this far in the interview process, they are going to contact you one way or the other. They aren't going to change their mind on you either way if you don't call, but they might if you do call and they feel badgered. So you have nothing to gain by calling.
It sucks, but the hiring process is a very slow one for a lot of companies.
