Because the basis of those societies to control their population is hating Israel. Keeps all those young unemployed males occupied with their ire focused somewhere else. As more and more countries started to normalize relations, they worry their populations will start tiring of the violence and hate. In their minds they attack to unite the Islamic world against Israel before it's to late.

Israel wants to look strong but they don’t want a war. They aren’t stupid. An actual war would not be good for Israel overall, as in major damage, financial issues, major deaths of their people, etc.
They likely just struck a bunch of military targets with little actual value to look strong and show strength.
This allows the Iranians and the Israelis to show force, shake hands, and move on.

Yeah both sides seem content on just a tit for tat, for a show of force. Neither side seems to want to escalate this thing into a full blown war, but neither side wants to look weak. I’m kind of surprised we’ve seen this kind of restraint between the two.
