Is this spigot/pipe busted?

I’ve never had a burst pipe from cold before so I don’t really know what happens. This spigot literally never leaks so why would it start now? To add to my worry, this is the north side of the house. Am I going to have a huge mess when temps thaw?

No I didn’t turn it on and I removed the cover, it looks fine to me. Just obviously leaked and froze. It never leaks though so is there a reason the cold would make it leak?
