Is there any hope for New Orleans?

City is so dysfunctional it's pathetic.
Driving businesses and decent citizens away in hordes.
Corrupt politicians and police force for decades. The infrastructure is a joke.
Does the city even have a chance to get better or should we just forget about it?
What kind of miracle would it take for NO to be a somewhat functional city?

The chance was after Katrina, it did not happen.
Too many things to overcome.
I left 6 years ago after 20 years there.
Glad I made the move.
Beautiful city with lots of great people and events, close to great hunting and fishing but messed up in so many ways.

That's what Katrina was. All it did was clog the pipes and the shite came back to the top.
