i'll tell you why this is all but impossible, and it's the same reason why you couldn't "solve" the OWS stuff
there is no set of clear, tactile issues that can be displayed and no clear goal of the BLM movement to communicate
what BLM wants is awareness of their movement through "any means necessary". that is their goal. same with OWS (bot Soros-funded "movements")

Because they get government money to include those. They tried it here but they lost more on the value of the "high end" stuff than they made up with the government money

Maybe. Los Angeles had a law requiring that low income be included but a developer sued and won. I know apartments get federal money but I mean for sale units. Do they get money too?

New Orleans tried this 55 or so years ago... it hasn't worked out so well.

This is 100% true.
It truly amazes me how a country who elects a black man as president becomes more racially polarized than almost any other time in it's history. Obama has done more to inflame racial tensions than any other single person in our history. And he he thrilled at his results.
