his job is national crowd control security or something like that, he gets flown in for various events whenever needed, etc
he joked because other guys in his unit were already in the state because they had been in BR for the alton sterling charade.

I doubt that. NOPD is probably the best in the world when it comes to crowd control.
Not sure if you're from here or not but we have this thing called Mardi Gras every year for over 300 years where over 1 million people come and visit the city over a 2 week timeframe.
