it's not. It's a progressive load, similar to a rubberband. The question of "does it work" is simple. It's works as hard as you do. Just like 99% of fitness equipment (sans the shake weight)

LINKmuch better bang for your buck, but you better not move often. Prolly weighs 1/2 ton. I have 4 of them. Been using one for 15 years

Power rack. Barbell. Bumper plates.

I haven't seen many serious lifters stretching rubber bands to get stronger.

well...ummmm...the force needed to stretch a rubber band does in fact get higher as it is stretched farther...

it will cut you up. It really isolates the muscle in a different way than free weights do. always felt stupid doing it though

If you can get a used one cheap, go for it. I wouldn't pay retail. The best piece of exercise equipment is one that you'll actually use. You sound more advanced than would be satisfied using a bowflex longterm, but maybe I'm wrong.

Also, there are tons of resources on the web for bodyweight training, old school exercises, and how to make your own equipment for free or nearly free. Check that out if you're looking for something different.
