Okay, so learn it. Grab some snacks and hit up You Tube. A Power Point refresher won't take 30 minutes. It's an extremely intuitive program, and most elementary school kids use it with ease. This is not an obstacle.
Now, as far as Excel goes, I would learn the program inside and out from a basic level and work up from there. Learn to create basic calculations on made up data. "Analyze" basic info so when you're hit with the harder stuff, it won't seem so overwhelming.
You just don't know these things YET. Always have that mindset. Jobs are paid by the number of people who possess a particular skill set. It's why brain surgeons are paid exponentially more than bus drivers. A very small subset of the population possesses the skills to operate on a brain. Most adults with a license could drive a bus if needed.
Gain knowledge to put yourself ahead of the rest. Good luck!

Essentially... do I take the role in which the offer is coming soon for better career opportunity/advancement/challenging myself - or go back to the old agency where I'd be more familiar with that role and really probably not have to learn anything new?

Excel pivot tables, the developer tab and things like SQL and Power BI are pretty easy to pickup. This is the majority of my job and I just Google when I run into something I don't know. If you use something like Tableau that does have a learning curve though. I wouldn't be too scared of that job.

Why did you not take the time out and learn SQL and other days like Mongo or Hadoop.Excel jockeys are a dime a dozen

Go back to your former job. If you are doing data analysis, but don't know excel you are fricked.
