Telling them any killed terrorist would be fed to the pigs would help. Also, loading bullets with a little pork fat would help.

Outlaw Islam as an unacceptable socio-political system, just like Nazism is outlawed. Koran verboten. Give everybody 6 months to acquiesce or leave. After that, anybody found practicing it or espousing it gets sent to Devil's Island.

Yes, Israel has the answer.
Suicide bombings and terrorist attacks were common place there. But starting w the events in Munich in '72, they decreased, and now are close to non-existent.
Once a terrorist is identified after a successful attack, the Mossad kills all remaining family members. If said terrorist does not pause at the loss of his own life, the threat of death to all of his family will give him pause.
I'm certain it has produced excellent results for Israel, and no reason it won't work for all European nations.

Does anyone have a realistic solution? I mean, dipping bullets and dead terrorists in pigs blood may work, but I just don't see any leader in this world with the balls to actually do it.

Mossad is a stellar organization. The IDF is likely the most terrorism-centric defense force in the world. But I've never read anything indicating that families are targeted as a matter of course, and that would contrast with Meir Amit's vision in revolutionizing Israeli intelligence.
Israel still has terror attacks, but they have diminished, as you state. I think Israel would probably attribute that to the West Bank barrier, although I suspect its due to bunch of different factors, all essentially the product of Israel having been in war-like status for much of its existence.
