The Disadvantaged Business Enterprise program is a racket. If your business can't compete, you should go out of business. These people bid on jobs they know damn well they can't do. It ends up costing taxpayers more money to fix.

By the study you yourself supplied, this statement shows that it's not about racism but more about classism. Sorry if an employer immediately thinks that a candidate from Shady Pines Lane in the gated community is going to be a more trusted and better educated employee than the a candidate from Avenue L near the city bus station. I bet the employer that thinks that way is correct 95% of the time using this information.

I can attest to this. Back when I worked in Heavy Civil, multiple times I had to give contracts to these companies to meet our DBE %. Often times they're more expensive, and usually incompetent business wise but they are in business because big companies like who I worked for needed to use them.
Kid you not, I once got an invoice typed up in Word that said this
