I thought the same at first, but if you think about it, not nesscessarily.
You could do similarly for the US off the top of your head, and you don't even have language to base it on, just cultures.
And it's likely he didn't just arbitrarily draw lines, but simply highlighted already existing provinces (or whatever the Russians call their administrative subunits).

I did not draw this I saw it on Reddit. I just thought it was interesting because of how many countries with decent populations you can make out of Russia. I don't believe these are the same borders as Russia's republics (states).

Maybe you should compare US state populations to that list. It's not really notable at all. Especially given the two countries being of comparable size.
