Uneducated people conflate communism with totalitarianism. They do not understand one is a system of economics and the other a system of government.

China would be better called fascist as the have a totalitarian government, with neo-liberal (capitalistic) economics. This all doesn't jive well with morons still fighting the cold war, though.

Finally, move this to the political board.

Chinese government grants certain cities autonomy through contracts to run these so that they can be both simulationsly. Technically creating minicountries inside China itself.

To be honest, China is no longer communist, but a different government structure entirely. They have a capitalist market with a totalitarian infrastructure. In China, they teach their type of current government as "New Communism" while Mao'd version is "Old Communism".
