when it's cold outside people's heaters run non stop. if they have electric heat, they use a lot of electric power. if the people use more power than the company can provide, there will be outages. this is why companies often may ask you to conserve power and keep your lights and tv off and not wash clothes and things like that during peak hours. if everyone conserves a little power, then there is a smaller chance of having outages.

The same thing happens in Southern California when it's hot out and people turn their AC on. So annoying!

it's not the people's fault. these companies are getting by as cheaply as possible. Far be it for a customer to run their ac when it's hot or the heater when it's cold! I work with them in disaster relief, I'm on standby as we speak. I've seen first hand the inferior supply system they try and get by with.

There's a balancing act between investment into the system and controlling cost for the customer.
The more money they invest, the more money they make.
Utilities make the investment that the customers/regulators allow them to.

That is false in so many ways. Yes they are regulated in many ways, but not how much they can invest into their own infrastructure! geez

Since you seem to be in the know, do you think Entergy is cut back on their maintenance program alot in the last 5 to 10 years?

Someone that I know who did pole surveys for a year or so in the area said the poles were in shitty shape all over the place and there were a ton of trees grown all into the lines.
A few people told my friend that Entergy plays a game with this issue because they know when big storms come through, they will get funding in one form or another (insurance or gov.) to fix things.

Not sure I believe all of that, but seems plausible.

They make a return on investment that is regulated by the PSCs. Utilities would prefer a given return on a large amount rather than a small amount. Controlling the investment that is recoverable is the cost control for the customer.
