Power Quality standards require the utility to provide a voltage at +\- 5% of nominal so your voltage must be between 114-126 volts. The voltage difference between legs shouldn’t be much.

They make a return on investment that is regulated by the PSCs. Utilities would prefer a given return on a large amount rather than a small amount. Controlling the investment that is recoverable is the cost control for the customer. ...

There's a balancing act between investment into the system and controlling cost for the customer.
The more money they invest, the more money they make.
Utilities make the investment that the customers/regulators allow them to.

I did damage the nose area on a couple. Very easy to do even when first skinning/cleaning.
I don't think it's noticeable though except when comparing to others side by side. ...
