Its truly simple.

Restrict 18 wheeler traffic to far right lanes only.

If they are in any other lane (not for good reason) ticket them.

Raise money, increase traffic flow, profit??

Yes, ticketing 18 wheelers should cover the $12 billion backlog.

If it makes good fiscal and social sense, Louisiana will always do the opposite. You can take that to the bank.

how about cops just follow you around and ticket you every time you violate even the slightest road law?

This is a very important PART of the answer.

However, in Louisiana, you're not going thru my backyard, I'm not paying tolls for what I already get for free and I'm not paying any new taxes. So, you know what you get? The same old crappy roads, falling apart and band aids placed on them using the few dollars available.

Make the BR Loop a tollway and it will pay for itself in 5-10 years EASILY.

Hence I used the words "improve" and "raise" not fix and create surplus.

You people do realize that a lot of these trucks on the road are speed limited and you may have one truck limited at 65mph and another at 64 and of course the one driving 1 mph faster is going to want to pass the slow truck and it takes 10 miles to do so.

Florida does this on certain interstates and it's unbelievably awesome.

18 Wheelers are the few vehicles on the road that have restrictions to what they can and cannot do.

You want to change an already independent variable?

I have no idea why Baton Rouge doesn't build a loop similar to I-220 in Shreveport/Bossier. Make it a toll road and everyone wins.

We really wanna improve our roads, schools and budget? Legalize Marijuana and Sports Betting. My 14 year old nephew got caught with pot the other day, hell I was buying it when I was 13/14 as well. It's literally easier for kids to buy weed than it is to buy cigarettes. The conservative mindset will never allow it happen but it's a get out of jail free card that is just sitting there for the taking.

It constrains the variable. I've seen it work in action. It would help to reduce traffic especially during low to moderate congestion periods.

Of course, we need to do a better job of policing vehicles who hold traffic in the left lane altogether.

Furthermore, Baton Rouge should cut a deal with West Baton Rouge and pay that parish annually for an agreement to force tractor-trailers heading East down 190 and across the Old Bridge. This would immediately alleviate traffic on the New Bridge and the cluster that is the one lane I-10 debacle.

Gray area that will result in a lot of tickets being thrown out which will result in even more money and resources wasted.

To start, only use fuel excise taxes for roads.

Nah, you just use the digital signs to inform tractor-trailers that the can use all lanes if there is an issue with the right lane.

It takes the subjectivity out of it.

Build the BR loop and the NOLA south bypass loop through the westbank from I-310 and cross the river to connect at I-510. Make both toll roads like Texas uses for some freeways and the roads will pay for themselves and then some

Playing along for a second it will never work. 18 wheelers are restricted to the right hand lane on the high rise in new orleans and the Basin Bridge but they never obey it and I've never seen one pulled over for it in 30 years
