The iPhone has been vulnerable to iBeacon tracking dating back to 2010.
Android phones started supporting similar technology in 2013.

Mine on Android isn't tied to Bluetooth and is extremely accurate, unless you're in a garage.
The reason I know it's not tied to Bluetooth is one time I took an Uber and it told me I may have parked there. However, it still knew where my car was actually parked.

Likely nothing but is is an effective way to use bluetooth as a microlocating service and can typically be done without your knowledge.

Like I said before, the chances that bluetooth is the exploited technology being used is very low. It is much more likely to be the other methods I mentioned on page 1.
Edit because it is late:
This sounds like a combination of technologies. Last previous "handshake" with a known bluetooth network + GPS tracking (to know where YOUR car was) plus GPS tracking working alone to know where you were currently. (You had to enable GPS for Uber to find you)
This is just a guess based on how I would do it.

If you went from 50 MPH on the highway to 10 MPH in a parking lot then to 0 MPH then started walking 3 MPH, it figures from your GPS location that you were driving, turned into the parking lot, parked, got out, and started walking, hence that's probably your parking spot

The same way my ANDROID phone does. It measures you gps signal and speed to determine the last place you stopped.
