That video plus this thread is fascinating to me.
To the ones who say the guys must be desperate, they are playing a different game. Their work is all about high volume, and quantity, not quality.
Another thing to consider is that perhaps they use that tactic because on the women they most often target, it sometimes works.
I've seen it.

I wouldn't say she necessarily baited them but she knew what was going to happen...still doesn't make some of the creepiness right.
