I'm willing to be it has worked dozen of times whether is be a girl who is looking for some extra money or a girl who is looking for some drugs.
Also, I'm fairly certain there have been many people that have met and dated people they have met out in public only because one of them was brave enough to approach the other and ask them if they wanted to grab a drink/bite to eat/coffee.

I'm sure there have been, but as a guy you also have to know what is an approachable target (woman).
A female busily walking down the street with an unwelcoming demeanor doesn't seem like the ideal sort to strike up conversation with.
If she was just hanging out at a club, bar, or was even casually shopping then that would be one thing, but this chick's body language did not seem welcoming in the least bit.
