Until there's an enforcement plan, after multiple complaints the health department will visit the bar to encourage compliance by giving bar owners and managers materials and information.

I'm sure the health department is just as understaffed as NOPD. So we might all get food poisoning from being served rotten cat while the health department is busy "encouraging" bars not to allow smoking instead of inspecting restaurants?
