I think the masses don't know just how much was actually going on. The guy was preying on people struggling, using marina's on the coast before Grand Isle/Fourchon blew up (by Grand Isle/Fourchon standards) and using these guys to launder his money. He's a wolf in sheep's clothing that all the sheep just can't seem to notice the fangs he possesses.
