Hair styles, intelligence and racism

Why is it that a white guy with a full head of hair (but has a shaved head) is assumed to be racist with a skin head haircut or a flattop for non military personnel? If a white guy is balding no problemo but make sure it shines. Do you associate racism or (un)intelligence with skin heads and flattop for non-military?
ETA dreadlocks, Mohawk, mullet, etc have stereotypes as well.
