Why is that such a bad thing? The water is already high and in houses and cars, it isn't gonna make anything worse by creating a wake.

I don't go 2 miles an hour to standing water either.

as he should...dude is just being a dickhead and flooding a lot of shite that is not already flooded. actually, the best thing that could have happened would have been for him to flood out and catch a good arse whipping from the neighborhood folks.
