They are all correct, but some are more ambiguous. Only should be placed as close as possible to what it modifies. What "grammar question"?

I'm trying to state that stations 166+00 to 170+00 is the interval where that type of wall is permissible.

Is the number of stations to be excluded larger than the number of stations that can accommodate the wall?

Are there other options of wall that you'd allow between those two stations, but you are open to using an MSE wall there? Or are you saying you have to use this one type of wall between the two stations and no other type of wall is acceptable? If they have to use that kind of wall, then say "MSE wall shall be used between stations 166+00 and 170+00."
