The signature by the offender is actually a 'signature in lieu of bond' in LA, as well as a service upon the offender to appear in court, if he/she does contest the citation. In the case of LA the jurisdiction could issue a warrant since no bond (signature) was posted. Will this happen, probably not, the officer was sloppy in not obtaining it and the reviewing prosecutor will most likely refuse the charge due to the lack of signature. I would doubt he would issue an original warrant for a misdemeanor moving violation due to the officer's neglect? I may be wrong but have worked in the law enforcement and court side of this in LA and it's pretty simple. If law enforcement screws up it's refused by the DA/Prosecutor/Magistrate or later dismissed by the Judge.

Federal court misdemeanor. If your friend chooses to ignore it, he can explain to the US Marshals who show up at his door that he didn't sign the ticket. The a-ha moment and I'm sure they'll just go away and not execute the arrest warrant.

I would show up in court. Show that it was not signed and ask the judge to dismiss it.

US District Court is Federal. Was he in Federal property? MIitary base of National Park?

It's worth it to show up to court and show the cop never asked you to sign it. Worst case scenario he has to pay it anyway. Best case scenario judge throws it out
