Getting a "special" LA license plate in BR?

I want to get a new plate for the back of our vehicle, but is there anywhere in BR that I can walk in and get one and leave. Or do I have to do it all by mail.
and as in special plate i mean something like this.
not exactly those plates, but a plate from the list of special plates.

I would very much like that top plate, but I think they charge like $85 to switch it (plus the $25/year).

I have an LSU plate. I'm not sure if they always have them in stock, but I went to the DMV office on Independence Blvd. and got them in person. It's not the regular office though, it was in another building back closer to the State Police HQ.
