Generator help paging meauxjeaux

Inherited a generator from grandfather. During the flooding was the first time I tried starting it cause a friend wanted to use it.
Ran fine, just throttling like it was running full throttle.
Friend used it all day and added gas and returned it.
Cranked it up and ran for 3 minutes then died like it.ran out of gas.
Checked air filter and it just crumbled, some may have fell in the carburetor.
Drained carb and found water in the gas. Cleaned spark plug. And tried to remove as much of broken air filter as possible.
Still won't crank.
And per the dip stick there seems to be too much oil in there, haven't drained any yet.
Thoughts?

carb float hung up on one my generators - gas flooded oil case
more common than I thought
youtube has several videos on it and what to do
be sure and run it completely out of gas when not in use
ETA:
Removed carb soaked in fresh fuel + sea foam overnight
Cleaned any crud out of carb + compressed air thru jets
Ordered new float, float spring, needle valve and needle valve seat (brass on my generator)
Drained oil (had gas in it). Refilled and ran generator about 5 minutes. Drained oil and refilled again with fresh oil (until gas smell was gone and no off color).
Runs fine now.

Always install a new sparkplug. You need to just drain the oil. That extra could of come from a stuck float in the carb. Good chances, the carb needs cleaning all together.

take the float bowl off of the carb. Take out the main and pilot jet with a small flathead screwdriver. Spray carb cleaner through orifices and jets. Reassemble.

I'm comfortable up to the ppint of cleaning the jets
Also how do remove all of the broken air filter that could have fell down.
Also, the air filter was wet which relates too excess oil issue.
