That doesnt include refineries "upgrading" their current facilities by literally building a brand new refinery across the street.

Not to mention that non-crude feedstock, taxes, transportation, and overhead probably make up 50% or more of the cost of a gallon, so the price of gasoline fluctuates much less dramatically than crude.

No price rise in my corner of Cenla. The two old baws who each have a gas wholesaling company and sit around over coffee every morning and fix the price aren't buying OPEC's spiel.

The International Energy Agency has already said that supply will outstrip demand well into 2017 so this isn't exactly true. There will be a small spike, but it won't mean $3.99/gal prices anytime soon.
The deal also essentially shuts down the world's biggest producer in Saudi Arabia. But Iran, Libya and Nigeria are still going along with Russia and the U.S.
