Four (4) year old dead in well - foul play?

I'm sure this has been discussed, but I searched and didn't see.
Story
is anyone being investigated for murder/neglect? I just saw the story on local TV and my first thought was, "either that woman or her XYZ killed that kid and dumped him in a well."

Methinks this foul play angle is a diversion tactic away from the city who dug that hole....

Should have been watching her child. Who lets a four year old just galavant around freely ?
And her boyfriend and uncle killed each other in front of them... It sounds like to me that the family is a real fine upstanding group.
