Flooring question for those with flood insurance

My kitchen and living room have old terrible vinyl tile
The living room and bedrooms stone tile
Adjuster told me yesterday that that flooring isn't covered since its on the concrete and not a wood support floor and that the mold cleaner we are using should be used on floors
But ive heard others say there's was covered
-shouldn't it be standard since its national flood?
-should it be covered?
-is it safe not to replace and just clean?
