If he managed to pull off all of that and evaded authorities for all these years for $200k then he's earned it.

What does accepting new evidence mean? Did they just take it, say thanks, and leave the case closed? Is it now in a box in a warehouse? In what way does this help them? Any DNA would be degraded beyond usefulness.
Did they even have a DNA profile on him? He smoked a lot of cigs but this was before DNA collecting was a thing.
I guess my questions are what does this mean and what does it change?

While this is probably true based on what is known in the case, the possibility of him hitting a clearing any surviving just by pure luck cannot be ruled out.

True, but the problem I have with believing he actually made it is that, other than what the kid found, none of the bills ever showed up in circulation again.

200K in 1971 is the equivalent of $1,213,226.13 in 2017

I agree with you, that's a good point, BUT:
The problem I have with him NOT making it is that he was clean cut and had titanium dust on him, which at the time was rare and limited to high end aircraft manufacturery. So he probably had at least a machinest job, if not a mgmt position in an aircraft related mfg facility. In other words, decently well paid. Not a tramp. So, wouldn't someone like that have a family or at least an employer/co-workers who would report him missing? And wouldn't the missing persons report, being posted at the same time as the hijacking, and "Cooper" at least somewhat matching the description of the missing person set off alarm bells? From the lack of a missing person report, likely in Seattle where they used titanium in their main industry at the time, I have to assume that whomever Cooper was, he made it back and went to work.

This is why I am wondering if it re-opens the case or do they just warehouse the new evidence. The new evidence doesn't seem all that helpful.

One of the parachutes Cooper jumped with as his backup was a dummy training chute that couldn't open.
